§ 2-25. Quorum; required vote on matters.
A majority of the nine (9) members of the council shall constitute a quorum to do business, and the affirmative vote of at least five (5) of those attending any meeting at which a quorum is present shall be required to conduct any business of the city or adopt any ordinance or resolution. In zoning cases wherein a written protest against a change in zoning is signed by twenty (20) per cent or more of the property owners either in the area of the lots or land included in such proposed zoning change or of the lots or land immediately adjoining same and extending two hundred (200) feet therefrom, such zoning change shall not become effective except by the favorable vote of three-fourths of all the members of the council.
