§ 23-31. Same—Obtaining after an emergency.

Nothing in this article shall be construed to prevent making of such excavation as may be necessary for the preservation of life or property or for the location of trouble in any conduit or pipe, or for making emergency repairs; provided, however, the person making such excavation shall apply for a permit on the first working day, following such emergency.
