It is the intent of this article to promote, protect and improve the health, safety
and welfare of the citizens of the city, by providing for administrative hearing officers
with the authority to impose administrative penalties in order to provide an equitable,
expeditious, effective and inexpensive method to adjudicate parking violations under
the Code of Ordinances through the authority granted to the city in V.T.C.A., Transportation
Code ch. 682.
